What is the Norton Firewall's bug?
Norton may get confused if you are Upgrading Win-Hand to a newer version.

Norton should either continue allowing Win-Hand to access the Internet after the upgrade or it should prompt the user again. Unfortunately it was observed that it may block Win-Hand without any user notification.

The solution
The solution is to go in Norton Firewall's:

Select "Personal Firewall"
Select "Configure"
Select "Programs"
Scroll down until you see "Win-HandAnySer.exe"
Remove all occurrences of "Win-HandAnySer.exe"
Click "Add"
Add "Win-HandAnySer.exe" with the "Permit All" Internet Access
Finally, depending on your Software Firewall, you may (or may not) have to Exit and re-execute Win-Hand. If you do not know how to do this, just reboot.
